user accounts not displayed in local groups and user accounts utility in admin tools

i wanted to change user passwords, but couldnt get at the accounts in
the control panel. none are listed.

has anyone seen this?

Not really... Are they local accounts?

Try:

start button --> run --> type in:

control userpasswords2

--> click ok.
