Should ppl avoid installing this update if the system is previously
unaffected by any of the issues mentioned?

I uninstalled it. It slowed my system to a crawl. Hourglasses
everywhere. I think I'll just sit this one out.

I let it install even though I did not have the problem.
2 days and can not tell any difference in anything yet.
You can uninstall if any problems afterward,
