Security and Configuration snap-in

The Security and Configuration snap-in doesn't seem to be present in
XP service pack 2. I am trying to recover a database error as outlined
in http://support.microsoft.com/kb/278316, when I come to add the snap
in I fall over because the Security and Configuration snap in is not
in the list. It is present on my windows 2000 sp4 machine and my xp
sp1 machine but not any of my xp service pack 2 machines home or pro.

All help gratefully received.
