shutting down

After clicking Start, then click turn off button the PC does everything but
does not shut down and all i have is a blue screen with "Windows is shutting
down"
i wait 15 mins and still nothing

Any Ideas

i have done nothing as it is now shutting off on its own, I was talking to
the PC shop and he said that if you hold down the power button on the front
of the PC tower for 6 sec that will turn it off as well

You don't want to force a shutdown that way. Yes it can be done but that
shouldn't be the approach. Hopefully you haven't adopted that as a
solution. Fix the underlying problem.

Yes, that does, but that is a hard power off. Turning off the PC that
way is not recommended as it doesn't allow things to properly close
down. If there are any pending writes to the hard drive, or any
processes that need to clean up, turning the PC off by holding the power
button doesn't allow that to happen and can lead to corruption of data
or files. Holding down the power button to shut down should only be
used when no other way of turning off the PC works. Any PC repair shop
that recommends that as the way to always shutdown a PC would never get
my business.

Go through the troubleshooter that I linked to in my previous post to
try and solve the problem so that the PC shuts down the proper way.
