(second trial now after the forum just 'failed away' my previous reply

Anyway, I had the same problem on the same type of machine and just
fixed it!
Background: I had been annoyed by multiple instances of the language
selector blocking space in my task bar. so I switched off its
appearance in language settings. However, this also disabled the entire
multi-language script recognizer pack (tok me days to find out).
Consequently the respective functions are no longer available via the
writing and character pads.

Here's your path for fixing it (note that the terms my be incorrect as
I am using the German XP version: Go...
Control panel/Regional and language settings/languages tab > select
Details > select Extended > check the upper item.

In any newly launched application the pen input should now work
properly. - Good luck!

Any suggestions as to getting rid of the faulty behaviour of the
language selector (multiple instances in the task bar) will be highly
appreciated.

I too have this problem - HP TC4200 Tablet SP2. Will give this a try
(machine is out in a field office).
