Which handwriting languages be available for Vista,
that it's tablet PC - like input panel can recognize?

Are there other companies that develop these language packages?

The same languages now available. Handwriting is limited at this point to
left-to-right type writing. Handwriting is developed under license of
Microsoft.

Take a look at http://abletfactory.com for additional language dictionaries
that you might need. Fritz Switzer has done a phenomenal job in creating
these for the Tablet PC.
