On MSDN website (page about Creating a Recognizer) is written:
"Note: Custom application recognizers are not used by the Tablet PC
Input Panel or Microsoft=AE Windows=AE Journal"

If the Input Panel is not used with a custom recognizer, how can we
provide input facility for an application using an unsupported
language?
