Hello there,

i've changed some setting on Microsoft that makes the windows on the
desktop become selected as i move the mouse/pointer/tablet pen over
them. (before i click the mouse/pointer)

How do i turn it off please.

Which Tablet PC are you on? It may be a setting on your computer from a
mouse or touchpad software.

Did you enable the old X-Windows PowerToy? I believe it does something
like that. Or perhaps you enabled Single-click via Explorer > Folder
Options > General.
