Can windows CE 3.08 OS be upgraded to winXP tablet PC edition?

Only by buying a tablet. ;-)

The tablet PC edition has specific hardware requirements that are not
currently available on the PPC.

Sure cannot, Vinay. Different hardware is involved, and the CE machines
plain don't have it. The only commercial way to obtain Windows XP Pro and
the Tablet PC Edition superset is already installed on a Tablet PC.
