How do I pop up the Tablet Input Panel? On the old OS I
could just run tabtip.exe. On the current OS if I run or
click on tabtip.exe nothing happens.

Hello LA,
Do you have a little icon of a keyboard with a pen on it next to the Start button? If so, that's you TIP. If that doesn't work for you, you should be able to get your Tablet Input Panel to open with a pen gesture. Take your pen and put the tip CLOSE to the screen, without actually touching the screen. Now swipe it back and forth from side to side quickly several times, as if you were drawing a horizontal line with a pencil. Do this very quickly and your TIP should open automatically. Neat trick! You can configure the size of the gesture required to pop the TIP in your control panel's Tablet and Pen settings applet. The last tab, Pen Options has a list including "Start Input Panel gesture". Configure this to set the size of the stroke.
