Dictation cursor overstays its welcome

If you turn on Speech (using Tools and Options | Speech) and click the
Dictation button the dictation cursor appears. If you then turn off Speech
(using Tools and Options | Speech) the Dictation cursor does not go away.
After rebooting and trying the same sequence I discovered you need to click
the dictation button again to turn it off.

Is there some reason for the Dictation cursor to stay on when speech is
turned off? If not, this should be fixed. If so, the need to click off the
dictation button should be mentioned in the tutorial.

Hmmm.... will it seems to me that it is designed that way. By accessing
the "Tools and Options" menu and then selecting speech, you're bringing up
the keyboard area from which you car turn on/off "dictation". The only other
way, that I can tell anyway, to turn it off besides pushing dictation again
is simply saying "microphone." I'm almost certain that this is by design.
