Would Like to move the vertical scroll bar.

I am left handed and was wondering how I can move the vertical scroll bar to the left side of the windows?

No, that's an function of the operating system itself. Until probably
Longhorn (due now in 2006) comes out, there isn't any flexibility. However,
some applications, like the new OneNote, allow individual functionality like
that.

There is no "solution" to it, Peter. The scroll bar is a function of the
operating system, and until it can be re-written (read Longhorn era), the
scroll bars won't adjust for handedness. Take a look through this newsgroup
for the previous posts on this situation.
