I am wanting to create an invoice that a customer can sign off on with a
tablet & ink. I would like to have some form fields the tech fills in via
the keyboard but then when it is time to sign the customer does so with the
pen and ink. I am currently thinking about an editable pdf but I want to
know if anyone has other ideas.

You will probably need something like ActiveInk's software

http://activeinksoftware.com/

But you can try using InfoPath. I don't really like the way InfoPath handles
ink though. InfoPath 2007 is probably much better but I have little
experience with it.

The suggestion for ActiveInk Software is a very viable one, however, you
need to also check the security of the Ink and how it will be stored so you
can present a "trail" in case someone wants to protest a signature. You
actually may want to consult a lawyer to make sure whatever system you
decide to use can withstand a legal test according to the area of the
country in which you will be using the system. Some legal documents demand
a highly rigid, secure storage of the signature in a form which cannot be
edited as "proof." ActiveInk, since they work with police departments,
real estate agencies and other "critical" businesses, has experience in this
field.
