I was able to install VB6 on the beta 2 version of Vista, but on the RTM
version it will not install, even with UAC turned off I get the following
message:

Javasign.dll was unable to register itself in the system registry

It appears to keep running, but at the end I get the message:

Visual Basic 6.0 setup was not completed successfully.

Has anyone found a solution to this problem?

I was able to solve the problem by doing a fresh install of Vista and
noticed that this time the VB6 install routine said that it had to install
Microsoft VM files. I think the original problem may have been that I had
the newest version of Java installed, before trying to install VB6.
