No language pack include in RC2?

The RC2 does not appear to include any language pack. Is this true?

MUI's will be made with RTM, but there is vista RC2 in a few languages. But
you have to download the specific language you want.

Right, language packs are a separate download and I believe they are not
available to the public at this time.
