Folder Options and File Types tab

I used to be able to do the following on Windows XP and I am hoping someone
can tell me how to accomplish this on Vista running IE7:

Open any folder and select Tools and then Folder Options.
Select the File Types tab (which is no longer available from here in Vista).
Select Advanced.
Select the file type from the Registered File Types list.
Select the Browse in same window option.
