Another Language Bar Problem...

I was reading to the suggestions on language bar problems, and most seem to
direct you on how to turn it off completely.
MY problem is that I use 2 languages equally, and my language bar exhibits
the following:
1- refuses to dock on the taskbar, after each reboot it will appear again as
a "floating" icon.
2- won't appear sometimes, when i reset it manually (which i do each time
after restarting) and makes the taskbar disappear completely.

3- when i attempted to turn it off completely (because i was just
frustrated) it even refused to do that. and keeps coming back as a floating
icon.

Any suggestions on how to keep the language bar only in the taskbar???

Thanks for the sanity check. It seems to be an undocumented feature of the Vista Language Bar.
