Windows is the only OS that relies on file extensions to determine file associations. Double click on a jpeg file names "some picture" in GNOME or KDE (Linux) or Mac OS X and what happens? It opens. Do that in Windows and.... nada. Only in Windows would it have to be named "some picture.jpg".
