Enable Transparancy For Minimize,Restore,Close Bar?

I would like to enable the Transparancy for the Title Bar on top of pages but
I right clicked on the desktop, clicked personalize, click on the Window
Color and appearance, and there is nothing there to enable it there. I posted
another question on another website, and asked a reliable friend who said it
would be there, but its not. I got to thinking perhaps its my graphics card
because this is an XP designed computer but it is vista capaple (according to
windows sticker on inside of laptop.) Thanks alot.

I'd like the option to change the color of the Start Menu and Taskbar
however as Mick Jagger once said,:

"You can't always get what you want"

(At least not without the help of hacks or third party software).

Hi,

What display adapter is in use? Basically, it has to be a supported, fairly
modern card with a minimum of 128MB of memory along with a few other
specifications.
