I just put a windows explorer icon on my desktop and I right click it, Explorer then restarts. I have an HP with Vista Business pre-installed and HP was no help in solving this. No virsuses or other problems. In my case it was FDM (Free Download Manager). I uninstalled it and problem solved. I installed again after a week to confirm and found same result. I tried the same with other systems also and found same result.
