Shortcuts cause Explorer error

Vista Business.

Start menu and Desktop application shortcuts cause a Windows Explorer error.
All Office 2007 shortcuts, for example. Popup window is titled Problem with
Shortcut but only displays garbage characters.

Event log has a general fault error 1000:
