Yes there is one.

alt.windows7.general

Not every news server carries it yet.
Try nntp.aioe.org. No need to register.

MS Answers. I suspect that the technet forums are falling off in usage now
for the average user...

MS Answers is the forum designed for the majority of regular users, but
there is no restriction of which I am aware towards using either.
