ubuntu 9.10 services-admin application is missing

I am in the process of upgrading to ubuntu 9.10

I have noticed that
System --> Administration --> Services (which is the application
'services-admin')

is missing.

I there any alternative?

you could use "bum"
with this command:
sudo apt-get install bum
