I am trying to open flickr uploader in vista but its not opening. However,
then I open the task manager and click on processes, it shows up in there
and its using about 50% CPU usage. Whats the problem?

Have you rebooted the computer since the trouble started?
If that fails have you tried uninstalling and reinstalling the problematic
software?

Yes, unfortunately I've tried both those things. I think it happened after
I restarted my laptop, sometime after a Windows Update. However, I've
searched the internet and no one else seems to have the same problem!

The next logical step would be to contact the support/distributor for the
program and ask them if they have a fix for it.
