Hi,

It was released to the OEM's several weeks ago so that they may have
Win7-loaded machines on the shelves on Oct 22. They cannot deliver those
machines any earlier, though they can pre-sell them.

No. The OEMs already have it, but won't be offering it for sale with
their computers to you until October 22.
