It never was in the C: volume - it was a separate volume (partition).

Only the manufacturer can put it back, unless you have an image backup or a
clone backup - which the CD or DVD is not. Or unless you have software
designed to do it.

OTOH, it is probable that if you do the whole restore to factory specs, the
restore DVD will also create the restore partition as part of the process.
Of course, at that point your entire C: partition will have been recreated
fresh as well.
