In general I want to show hidden files and folders for everything except for
my desktop. How do I make this change please? When I make the change it
seems to trickle back in either direction.

That's a per-user setting. You can't set it for just some folders. Just
feel free to delete that desktop.ini file that bugs you so much on your
desktop. It won't cause any problems at all.

AFAIK, it can't be done on a folder basis.
