What's the point of making people "send" for DVDs?

"The Ultimate versions in, full and upgrade, will have both DVDs. For other
versions there is info in the box on how to send for the other DVD."

What's the point of making people "send for" DVDs in any edition besides
Vista Ultimate?? What earthly reason could have invoked that?

I think it is more that marketing was looking for ways to add value to the
Ultimate edition in order to further differentiate between the editions.
Also I suspect that MS views Ultimate as a technology enthusiast sku and
that TE's were far more likely to use x64 than other folks.

That was a good answer.
Adding a little more.
When we released the x64 edition of Windows XP, we saw a lot of posts were
people we requesting and getting copies x64 edtions of Windows XP and
didn't have machine capable of running the 64-bit version. So having
multiple copies of the DVD included in all versions would cause confusion
with a large set of customers who would not know which version to install
with or even it their machines were capable of using the 64-bit version.
