No service packs available?

After re-installing Vista, I've got about 40 security updates, several junk
updates, but no SP1/SP2. Is this normal?

Yes. After applying a few updates your system will be ready for SP2 and it
will be offered as an update in the usual manner.

You need to install the available required updates and then you will be
offered the service packs. SP1 does need to be installed before you will be
offered SP2.
