Hard Drive Spins irregular

Hi there!
My computer`s hard drive spins irregular....
It is brand new, and I tried another hard drive as well.
My computer chassis is also brand new, so it is suppose to be stable.

Can this be of a faulty PSU?

Yes, it could be. May I assume the "another" HDD have the same problem?

Note that there may not be a problem at all .. that a HDD doesn't work at a
constant rate - it will spin up and down and make different noises depending
on the demand made on it. Furthermore, your computer may put it to sleep
after so many minutes of user inactivity in order to reduce power
consumption.

By irregular i mean: Constantly it makes noise, then disappears for couple
of seconds... Then it returns, and disapears...

The hard drive itself isn`t making so much noise, but because of the unusaul
spinning, the chassis starts to rattle..

Sometimes it's the way the case mounts the harddrive. You can get
reverberations and various noises. We had put a WD Raptor in one case and
thought it was a noisy drive until we got a new case - an Antec silent job
which suspends the HDDs on rubber band-like mounts - and found that it was
the case more than the drive responsible for the noises.

Are you sure it's the hard drive causing the vibration? It could be one
of the fans or even that the cd/dvd player has a disk in it. I would
think if the hard drive was causing the case to vibrate then it would be
on the edge of self-destructing! The fact the problem still exists with
another drive leads me to think you should be looking elsewhere.
