Windows Vista problem

A laptop running Vista is having the following problems:

1. Can't connect to WiFi
2. Can't launch system restore
3. Can't launch WIndows help
4. Can't launch Event Viewer

The last time it was working fine, a Windows update was installed and
the system was shut down probably. The next time it was rebooted, the
problems above occurred.

Any help would be greatly appreciated.

Sorry, I meant it was shut down "properly"

Try system restore in safe mode.

#2 and 3 are generally a result of a virus/Trojan/worm infection.. Have you
run Malwarebytes or similar to check?

Have you tried ; start boot , F8 , safe mode , system restore ?
