What you see when you right-click a folder and chose properties|General is a short cut that enables you to set or clear the read-only properties for all files in that folder. When you first see it, it's in its neutral state, neither checked nor unchecked (it's probably filled with a green block). Click it once and the box clears, it's now unchecked. Click it again and a checkmark appears. Click it a third time and it goes back to the neutral state. The display really isn't clear enough, and people constantly think that they're clearing the folder's RO property only to have it come back again the next time they show Properties|General.
