Two things that can slow down a desktop computer, SpeedStep or Cool&Quiet
settings enabled in your BIOS (Power options section). The one is for
Intel, the other for AMD CPUs. The effect probably varies from one PC to
another but SpeedStep cut my P4 CPU core speed by 400-500Mhz during normal
desktop operations. Cool&Quiet was enabled by default on a new 2700Mhz
Athlon based computer that we got and it was dropping the CPU core speed
down to 1000Mhz during normal desktop operations, making it seem no faster
than the 900Mhz P3 that the new computer was replacing. Turning off these
features allowed the CPUs to run at full speed all the time and
significantly improved the performance of the Athlon computer. Freeware
system utility programs like SIW.exe (System Information Windows) or
HWiNFO32 can show you if there is a difference between the specified speed
of your CPU and the actual speed the CPU core is running at.
