How do you delete files in use or open by unknown programs? I need a
mean unmerciful deleter. I want to get rid of it no matter who is using
it. I am the master.

Yes you are the master, do a search for unlocker, or delete on boot.
Unlocker will delete most but still if the sys is using it it can't...but
you are the master so tell it make it so...
