Event log and device manager may show the device in question. Some internal
component of the laptop is probably using the USB bus (do you have a built
in camera or media card reader? Those are the best suspects) and could be
malfunctioning.

To get to device manager & event log try this (I'm using Windows 7 but the
steps should be similar/identical for Vista) - you may get several UAC
prompts from this... that's fine.

1) Open Start menu, right-click on "Computer" and select the "Manage"
option.
2) Computer Management should open.
3) Event Viewer contains the logs I was talking about above, try looking
under Windows Logs, system to see device issues.
4) For Device Manager, select that option in the computer management list,
and look inside the Universal Serial Bus Controllers area to see if anything
is listed as a problem. To find devices that use USB, with device manager
selected in computer management, Click the VIEW menu at the top of the
computer management window, and select "Devices by Connection". Hunt around
until you find the USB stuff again, and it should now be arranged in a
manner that tells you what is plugged into the USB bus whether internally to
your computer or externally.
