Just saying "I can't get X to work" is very close to meaningless, because it lacks all detail. The result is that nobody can really help you with so little information. You need to state what that means by describing what you've done, what software you're using, and exactly what happens when you try to do it. Moreover, if you get any error messages, you need to quote them verbatim. 2. Almost certainly this is not a Windows issue, but one caused by your not properly configuring your software to work with Earthlink.
