Does Vista Home Premium have a msconfig utility?

Yes. Start Orb>Search box>type: msconfig and when it appears in the Results
box above, right-click and choose "Run as Administrator".

If you are prompted for an administrator password or for a confirmation,
type the password, or click Continue. Then see what is on the Startup tab.
You don't need to restart immediately, but the next time you do you'll get
a dialog saying you've used the Utility. Usually in Vista this will be
blocked by Windows Defender and you'll need to allow it so you can then
tick the box that says in effect, "don't bother me about this again".

Important - Do not use the System Configuration Utility to stop processes.
Instead, use Services.

Start Orb>Search box>type: services and when it appears in the Results box
above, right-click and choose "Run As Administrator". Confirm elevation as
needed.

The free Autoruns program is very useful for managing your Startup -

Well, IIRC, NT4 and Win2000 did not have it, so not 'of course'.

Yes it does. Just click on the start button and type 'msconfig' (without the
quotes) in the search box. The msconfig application link will appear at the
top of the start menu search window. Right click on it and choose 'run as
administrator'

I think that C.B.s point was that all the O.P. had to do was type "msconfig"
and she could find out for herself.
However it is possible that the O.P. isn't running the Home version of Vista
and has no way of finding out if msconfig is available in the Home version
except to ask in this forum.
For that matter, did the people that answered yes actually try it in the
Home version or did they just assume that it would be there?
