I know in OE on XP, it would pop a screen showing you the download rate of
an email, that seems to be gone on Windows Mail.

If you're talking about see the bytes being sent/received on a dial-up
connection, then you must go to the Network and Sharing Center and View link
to view that screen. You can get there off of Control Panel or if you have
the network connection icon in the job trey, then you can right-click it and
go to the Center there too.
