I live in Canada and my IE is English : file, edit, view, favorites, etc.
Is there a setting whereby I can have these "headings" and their drop-down
menus shown in a different language (French, Spanish) or is it a matter of
having a different IE? TIA.

Hi,

You'd have to change the base installed language. This can be done only with
Ultimate, and it would affect all system dialogs, not just IE.

In Internet Explorer select Help -> Contacts & Index. Then type in
'language' in the search box. It should show the option 'Change your
Internet Exporer language settings'.

That process adds language support for web pages. It does not change the
language used to display the menus as the poster is asking for. That can
only be changed by altering the base OS installation language.
