It is typical for Vista to use a significant amount of ram. 2GB and above
is not unusual. Keep in mind that Windows is designed to do that when ram
is available. It is a good thing. The speed problem is another matter and
follow Hobbes's advice to update your drivers. Also insure that all your
memory sticks match including latencies.

and if the board supports dual data rate, the ram that you described must
be in bank 1 slot 1 and bank 2 slot 1 to enable it.
so if 4 slots, the ram would be in slot 1&3 or 2&4 not 1&2 or 3&4.

4G yes. Don't go above that because Vista 32-bit can't see it.

I agree with the other contributors - this slow performance is definitely
not typical.
