Pin to Start Menu option in Windows Vista missing

I am running Windows Vista (not in the classic mode) and share the computer
with my family. When I click on the Start button nothing shows up under the
most recently used window on the left side.

I have tried to go to All Programs, right-click and pin to the Start menu my
most used applications, but that option is missing from the menu. It's just
not there. This is only for me, Everyone else has the option available .

What do I have to do to restore the "Pin to the Start menu" option?

I think WinBubble can do it in just two clicks... try it out.
