Windows Startup

I am having a problem with a Windows Vista Businee computer. After logging
in I get a black screen and mouse cursor and then it just sits there.

I can get into safe mode and use msconfig to setup a diagnostic boot.
Windows will boot with no services but how am I suppose to track which
service or driver is causing the problem if I have no access to the event
viewer?

No I can't it tells a "Snap in is not available"

After many reboots I tracked this down to the Diagnostic Policy Service. The
last thing I installed was Acrobat 9.0 maybe that trahsed it.
