It doesn't... and nobody ever said that it did.

The feature that permits displaying animated gifs on the desktop
enables the possibility of your desktop being infected by a virus.

Thus that feature is not present in Vista. And it will never be.

Give up the idea of animated gifs on your desktop and move on.
