Annoying wallpaper problem

I don't know when this started or how (else I'd have fixed it) but recently
my wallpaper settings been acting weird. No matter what I do, even when I
select strech/fit-to-screen, the wallpaper is "pushed" slightly off-screen
leaving a large bar of empty space. Here's a picture of the said problem:

So does anyone know why this is happening and if there's a way to fix it or
not?

My guess is the "y" should be "why".

Look around that forum you are using. MANY of the posts quote material
being replied to.

That forum leeches most of its posts from Microsoft servers and mingles
them with posts from forum users, so most of what you see there comes from
the outside. "Outsiders" are listed as "guest" and/or our number of posts
are "n/a".

"Outsiders" don't see what you see because we use a different method to
read/reply to posts - and it's NORMAL for a person to quote material being
replied to out here in the real Usenet world.
