Inbox Repair Tool

I found the Inbox Repair Tool; however, when I tell it to scan the
Outlook.pst (C:Users\Me\AppData\Local\Microsoft\Outlook.pst) which is the
path I was directed to, it says the file does not exist.

And how were you "directed" to this path?

That's because it doesn't exist.

Make that path:

C:Users\Me\AppData\Local\Microsoft\Outlook\Outlook.pst

To run the Inbox repair tool you have to run scanpst.exe file. To
find the proper location search for files or folders named box, type
scanpst.exe. The double click on the scan pst to open Inbox repair
tool. Then type the path and the file name of the pst file or click
browse to locate the file. Then click start to repair your file.

i try to run: scanpst.exe and it comes up nothing. i have tried all
different options and nothing is working for me. HELP! i can not open my
email because it states my inbox needs to be fixed and i can not figure out
where or how to get this done.

What exactly do you mean? Do you mean the scan completes and finds no
errors, or something else?
In any event this is NOT a Vista problem, it's an Office and/or Outlook
problem.
I suggest you post to an Outlook group.
