Simplified Chines and Ruby

I am using Vista Premium, and Simplified Chinese IME, but the Ruby text does
not show. There is a patch in support.microsoft.com/kb/939398 which is for
Taiwan, where they use Traditional, not Simplified, characters. Does anyone
know a patch for Simplified chars, which will show the Ruby (i.e pinyin) for
the characters? Or how to edit the patch given for Traditional chars?

Why Microsoft not answer this kind of question?
ALL the people using Vista is having the same trouble.
