programs for multiple users

New to vista. Is there a simple way to install programs that are specific to
one user and not all users on a computer?

Depends on the application. Some apps are written to install for All
Users and some offer the option of just installing for the Current
User.

You can make applications visible to specific users only, by moving/copying
shortcuts to individual user profile Start Menu folders. The apps can still
be run by anybody who know where to locate them, but they will not appear in
the Start Menu.

All users Start Menu folder:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs

User profile Start Menu folder:
C:\Users\<userprofile>\AppData\Roaming\Microsoft\Windows\Start Menu
