Can't run 16 bit program in VISTA

I get the following message from the 16 bit windows subsysytem:

SYSTEM\Current\ControlSet\Control\Virtualdevicedrivers. VDD. Virtual Device
Driver format in the registry is invalid. Choose 'Close' to terminate the
application.

My questions is how do I fix this problem since it does not give me a hint
as to what I should look for to repair.

Rick & Mark, I appreciate your efforts and I looked at both items. They were
the same. I edited the registry as directed and the VirtualDeviceDrivers was
empty. I added the VDD rebooted and tried to program. I still get the same
error message. I went through the process twice to make sure I did it
correct.

I checked the command.com and it is the8-23-2001 version.

I'm still open to suggestions.
