Can't run exe in Windows Vista SP1

Hi, I recently upgraded to Windows Vista SP1 Final. I have just found out
that I coundn't run or copy .exe files to C:\ drive(I run it as admin plus
compatibility mode but the UAC doesn't even show up).. Thanks

I for one, don't see the need for a separate SP1 forum.
Are there separate forums for XP SP1, SP2 and the various versions of IE?
