regulate bandwidth?

it is possible to allow an application to use internet connection with a
path thru the firewall - but
is it possible to regulate how much bandwidth they can have
i have a few programs that just suck up all the bandwidth i have leaving me
nothing to browse with

You do that by firewall, your DEP, and exceptions.
Regulating bandwidth; not that I know of!
Did you try a google for it, Jethro?

Windows has no ability to do this, but many routers have QoS (Quality of
Service) settings that can limit bandwidth.
